So with the new one line per person regulation in Vilas do you think its more efficient to troll the basin or cast it? One person in the boat targeting open water fish.

You can troll until you find fish or bait, then switch to casting.

I would suggest you read Tom Gelbs book as it is a perfect guide for what your looking to do. If you pick up a row troller you can run 3 lines. This is a highly effective method for Vilas county. Not as hard as you may think to do and just as rewarding as casting. I have seen several quality boats for a bargain price recently. Since I made the switch I rarely fish traditional structure at all anymore. Pm me if your interested and I can get you started.
