Where can I get the stainless washers that go in between the two parts of a top water prop bait. Kind of shaped shaped like a cone, to space the bait apart? I don't even know what to call it.

They are called cup washers. Jann's has them.

Give some consideration to not using a cup washer on the rear screw eye. It will make more noise.

I don't think that the cup washers mentioned here are stainless.  I believe they are chrome plated brass.  Never seen stainless cup washers.
